Perusing the application of Bhura, Additional Sessions Judge J M Malik asked the victim and her parents to appear before it on Wednesday to file their reply.
The 41-year-old was admitted there with cuts on his wrists on June 9.
Singh was arrested on May 22 near his Preet Vihar residence here for alleged possession of around 1.5 grammes of cocaine.
As India continued to record a huge number of new COVID-19 infections, hospitals in the national capital and other major cities complained of 'dangerously low' levels of oxygen that is needed for critically ill patients. The situation has been made worse by states that house oxygen manufacturing units restricting inter-state supplies.
Hospitals in the national capital continued to grapple with a shortage of oxygen, saying they are still operating on the "beg and borrow" mode, while three of them also raised the issue before the Delhi high court on Monday, stating they were not receiving enough supplies.
Six hospitals in the national capital have exhausted their oxygen supply while seven others have less than five hours of oxygen left, Deputy Chief Minister Manish Sisodia told Union Health Minister Harsh Vardhan on Thursday.
"Lives of another 60 'sickest' patients at risk. Major crisis likely," he said.
Dharavi is one of the biggest slums in Asia where nearly 15 lakh people live in small shanties, making it one of the most congested areas of the metropolis.
The two men, aged 80 and 49 years, hail from Dr Baliga Nagar locality of Dharavi and are close contacts of a 30-year-old woman who earlier tested positive for coronavirus.
